The Nigerian Communications Commission (NCC) has introduced a novel Licensing Framework for Application-to-Person (A2P) services. This framework aims to enhance the structure and transparency of Nigeria's telecommunications industry.

The announcement was made on Friday by Reuben Muoka, the NCC's Director of Public Affairs, through an official statement. The framework, meticulously crafted in accordance with the Nigerian Communications Act (NCA) of 2003, is now accessible on the Commission's website.

A2P services, which are essential for automated business communications such as alerts, notifications, and promotional messages, play a crucial role in facilitating effective interactions between businesses and customers. 

With the implementation of this framework, the NCC seeks to regulate these services to ensure their efficient, lawful, and seamless delivery, thereby creating a transparent and reliable environment for both service providers and consumers. 

The framework includes enforceable guidelines aimed at protecting service integrity and improving telecommunications operations in Nigeria. This initiative is part of the NCC's broader objective to maintain a well-regulated industry that aligns with international standards while addressing the specific needs of the local market.

To promote stakeholder engagement, the NCC has organized a virtual forum scheduled for December 20, 2024. This session will provide an opportunity for industry participants to discuss the framework, offer feedback, and seek clarifications. Stakeholders are also encouraged to send their comments and suggestions via email by December 19, 2024, to aadaba@ncc.gov.ng and msyusuf@ncc.gov.ng.

A representative from the Commission highlighted the importance of this initiative, stating that the A2P framework is a vital advancement toward establishing a regulated and dynamic telecommunications sector that serves the interests of both businesses and consumers. The Commission is keen to gather input from all stakeholders to refine this initiative.
