The independent Appeal Board, chaired by a judge, ruled that Senegal’s walk-off in protest of a stoppage-time penalty violated Articles 82 and 84 of CAF regulations. Consequently, Morocco was officially awarded a 3-0 victory.
Dr Motsepe expressed deep disappointment over what he described as “unacceptable incidents” that overshadowed the continental showcase. He emphasized his respect for CAF’s judicial processes, including the Appeal Board verdict, while underlining the organization’s commitment to the integrity of African football.
“Our leadership remains absolutely determined to strengthen the integrity and reputation of African football,” Motsepe said. He confirmed that an Executive Committee meeting has been convened to review disciplinary regulations, aiming to implement stronger, more deterrent sanctions in future competitions.
The CAF president also highlighted ongoing initiatives to improve officiating standards, including investments in referees, VAR teams, and match commissioners. These measures are intended to ensure greater independence, technical proficiency, and consistency across African competitions.
The ruling has already generated responses from the teams involved. Senegal has indicated its intention to appeal to the Court of Arbitration for Sport, while Morocco welcomed the decision, saying it aligns with competition regulations and ensures the rules of the game are upheld.
The AFCON 2025 final controversy underscores CAF’s dual challenge: maintaining fair competition while continuing to professionalize football governance and officiating across the continent.
