Government support aims to strengthen Canada’s position in the global quantum-computing race and create up to 275 jobs.

Canada is stepping up its investment in the rapidly developing quantum-computing industry, with the federal government approving a C$195 million ($140.78 million) loan to Xanadu Quantum Technologies to help establish a manufacturing plant for photonic components used in quantum computers.

The financing represents the largest-ever federal government support for quantum technology in Canada, underscoring Ottawa’s efforts to build domestic capabilities in a sector increasingly viewed as strategically important to the global economy, scientific research and technological competition.

The announcement, made Friday, comes as governments around the world intensify efforts to secure leadership in quantum computing. The United States has also moved aggressively to support the industry, with the Trump administration recently deciding to take $2 billion in equity stakes across nine quantum-computing companies as part of efforts to strengthen American leadership in the field.

Quantum computers are widely regarded as a potentially transformative technology because they could eventually tackle complex problems that conventional computers struggle to solve. Researchers believe the machines could accelerate discoveries in areas ranging from medicine and materials science to artificial intelligence and advanced engineering.

The technology, however, remains at an early stage. Quantum systems are highly sensitive to environmental disturbances, including sound and other forms of interference, making it difficult to maintain the delicate quantum states needed for reliable calculations.

Toronto plant at centre of investment

The federal loan is part of a broader package of up to C$390 million in potential government funding announced by Xanadu in March. The company said the remaining C$195 million is expected to come from the Ontario provincial government, with an agreement anticipated "in the near future."

Xanadu plans to use the federal financing to support construction of a photonics manufacturing facility in Toronto. The company has not disclosed the specific financial terms of the loan.

Xanadu Chief Executive Officer Christian Weedbrook said the financing structure would link future repayments to the company’s revenue and that the project could generate significant employment.

"Essentially repayments in the future will be based as a percentage of revenue going forward, and it (the loan) is expected to create up to 275 jobs as well," Weedbrook told Reuters.

The planned facility is expected to strengthen Xanadu’s ability to manufacture key components for its quantum-computing technology in Canada, while potentially creating a domestic supply chain around photonic chips and related technologies.

Building quantum computers with light

Founded by Weedbrook in 2016, Xanadu is developing quantum computers based on photonics, a technology that uses light to transmit and process information. Photonics is already central to modern communications, including the fibre-optic networks that carry internet traffic around the world.

Xanadu’s approach is notable because its quantum systems are designed to operate at room temperature. Many competing quantum-computing technologies require extremely cold operating environments to reduce errors and maintain stable quantum states.

The company’s quantum computer is not yet commercially available, but Xanadu has attracted major technology partners and customers, including AMD and Tower Semiconductor.

The company became a publicly traded business on the Nasdaq in March following a merger with a special-purpose acquisition company, commonly known as a blank-check company.

Weedbrook said Xanadu currently relies on manufacturing partners in several regions while keeping its core chip-design work in Canada.

"Overall, we ⁠work with foundries in the U.S., Asia, Europe... we do all our chip designs ourselves in Canada, send them off to these different foundries," Weedbrook said.

The new Toronto manufacturing facility could therefore mark an important step in bringing more of the company’s production capabilities closer to its Canadian research and design operations.

Global race gathers pace

Canada’s decision to provide substantial financial backing to Xanadu comes at a time when quantum computing is becoming an increasingly important area of competition among major economies.

While quantum computers are still unable to replace conventional computers for most everyday tasks, governments and technology companies are investing heavily in the expectation that the technology could eventually deliver breakthroughs in areas where classical computing faces fundamental limitations.

For Canada, supporting companies such as Xanadu also offers an opportunity to turn the country’s research strengths in quantum science and photonics into commercially valuable technologies and high-skilled jobs.

The Toronto plant, if completed as planned, would give Xanadu greater control over the production of photonic components while reinforcing Canada’s ambition to remain a major player in the emerging quantum economy.
