China has launched its biggest automotive recall to date, targeting a potential safety problem that has raised concerns among electric vehicle owners worldwide: the possibility of being unable to escape from a vehicle if its electrical system fails or the car catches fire.

Nine automakers, including Tesla, Xiaomi and Leapmotor, have announced plans to repair a combined 4.3 million vehicles after regulators raised concerns that emergency buttons and mechanical levers designed to manually open vehicle doors could be difficult for occupants to locate.

The unprecedented recall underscores a broader shift in China’s automotive industry, with regulators increasingly moving beyond promoting rapid electric vehicle innovation to establishing stricter safety standards for increasingly sophisticated cars.

The action also suggests that China, which has become the world’s largest electric vehicle market by a wide margin, could increasingly influence global automotive safety regulations.

“The trend is clear: China is, bit by bit, approaching regulatory leadership for advanced vehicle tech,” said Pedro Pacheco, a vice president of research at consultancy firm Gartner.

China Tightens Rules on Electronic Door Handles

The latest recall follows China’s announcement in February that it would prohibit exterior electronic door handles that lack a conventional mechanical mechanism for opening vehicle doors.

The new requirement, which will apply to new vehicle models from next year, takes aim at minimalist door-handle designs popularised by Tesla and subsequently adopted by several Chinese electric vehicle manufacturers.

Electronic handles have become a defining feature of many modern EVs, helping manufacturers achieve sleeker exterior designs and improve aerodynamics. However, their dependence on electrical power has raised questions about what happens during a crash, battery failure or fire.

Under the latest recall measures, affected manufacturers will make emergency door-release mechanisms easier to identify. Some will also introduce over-the-air software updates designed to automatically lower vehicle windows during emergencies, providing occupants with another potential means of escape.

From Rapid Innovation to Safety Regulation

China’s electric vehicle industry has expanded at remarkable speed, with manufacturers rapidly introducing fast-charging technology, sophisticated battery systems and increasingly advanced driver-assistance features.

Industry analysts, however, say the rapid development of new features has sometimes placed greater emphasis on aesthetics and user experience than on conventional safety considerations.

That approach now appears to be changing as regulators increase their scrutiny of vehicle technology.

China has also introduced rules requiring automakers to monitor the condition and repair history of electric vehicles sold in the country, giving authorities greater visibility into potential safety problems throughout a vehicle’s lifecycle.

Bill Russo, chief executive officer of Shanghai-based advisory firm Automobility, described the change as a move “from rapid EV innovation and feature proliferation toward a much more assertive safety-regulation phase.”

The development marks a notable change in the global automotive regulatory landscape. For decades, regulators in the United States and Europe have often established safety requirements that influenced manufacturers worldwide. China’s rapidly expanding EV market, however, gives its regulatory decisions increasing international significance.

Western Regulators Face Pressure

Concerns over electronic door handles and emergency door-release systems are not unique to China.

In the United States, the National Highway Traffic Safety Administration (NHTSA) was asked to investigate the emergency mechanical door releases fitted to approximately 180,000 Tesla Model 3 vehicles.

In July, however, the agency said the matter would be more appropriately considered through an ongoing rule-making process rather than a defect investigation.

NHTSA declined to comment on the issue, while European regulators also did not respond to requests for comment. China’s State Administration for Market Regulation similarly did not provide a response.

Michael Brooks, executive director of the Washington, D.C.-based Center for Auto Safety, said U.S. regulators had struggled to keep pace with rapidly evolving vehicle technologies, including autonomous driving systems and touchscreen-based controls.

He contrasted that with China’s ability to introduce regulatory requirements more quickly.

“There are so many ways for a regulation to get thwarted, changed, withdrawn by an incoming administration,” he said. “These are the kind of delays you would never see in China.”

Some safety regulations in the United States have taken years to implement, with proposals such as rear-seat belt warning requirements facing lengthy bureaucratic processes and resistance from industry stakeholders.

China Also Tightens Rules on Driver Assistance Claims

China’s regulatory intervention extends beyond physical vehicle safety.

Last year, the country prohibited automakers from using terms such as “smart driving” and “autonomous driving” in advertising for driver-assistance systems.

The move went further than regulatory approaches adopted in many Western markets, where manufacturers have continued to market sophisticated driver-assistance features using terms that can potentially give consumers an exaggerated impression of a vehicle’s capabilities.

California, for example, determined last year that Tesla had violated state law through its use of the term “autopilot” in its marketing.

The growing regulatory focus reflects concerns that consumers may confuse driver-assistance technology with fully autonomous driving capability, potentially leading to dangerous misuse.

Concerns Over Occupants Being Trapped

The latest Chinese recall has renewed attention on incidents in which occupants have reportedly struggled to escape vehicles following crashes and fires.

Chinese state media reported in October that the driver of a Xiaomi SU7 sedan died after the vehicle was involved in a crash and caught fire. According to the report, people who attempted to help were unable to open the vehicle doors.

In the United States, several lawsuits have also alleged that Tesla’s door-handle designs contributed to situations in which drivers or passengers were trapped inside vehicles during fires.

Some vehicle owners have additionally complained to NHTSA about difficulties getting children out of vehicles after the driver or passenger had exited.

The incidents have intensified debate over whether sleek electronic door systems should always be accompanied by easily identifiable and intuitive mechanical alternatives, particularly in emergencies when occupants may be disoriented or unable to operate complex controls.

Tesla May Face Global Design Implications

For Tesla, the Chinese regulations could have implications beyond the company’s operations in China.

Bill Russo said the importance of the Chinese market, both as a source of sales and as a manufacturing base, could encourage Tesla to adapt its global vehicle designs to meet Chinese requirements rather than develop an entirely separate solution for the country.

“Because China is such an important sales and production market for Tesla, I would expect Tesla to design toward the Chinese requirement rather than maintain a completely separate solution just for China,” he said.

Tesla did not respond to a request for comment.

The latest developments point to a broader transformation in the global EV industry. As electric vehicles become increasingly software-driven and technologically complex, regulators are being forced to address safety issues that did not exist in the same form with conventional cars.

With EVs accounting for almost 55 per cent of new vehicle sales in China, the country’s decisions could have consequences well beyond its borders. If manufacturers choose to standardise vehicles around China’s tougher requirements, Beijing’s rules could gradually become a de facto benchmark for safety features in electric vehicles sold around the world.
