Lagos State House
of Assembly last week Monday passed a Bill for a Law to establish the State
Christian and Muslim Pilgrims Welfare Boards into Law.
The Bill which was passed after scaling
through third reading by the Lawmakers has been however sent to the Governor
for his assent. According to some
provisions of the Bill, the two boards are to be established by the law to
ensure effective and efficient pilgrimage operations for Muslims and Christians
in the State with a total number of 31 sections, including Membership of the
Boards, Tenure of Office of Members, Cessation of Office of Members of the
Boards, Remuneration and Allowances, Proceedings of the Boards, Meetings and
Quorum, the bill is expected to overhaul the pilgrimage system in the State.
Others are power
to Co-opt, Voting, Filling of Vacancy, Functions of the Christian and Muslim
Pilgrims Welfare Boards, Secretaries of the Board, Funding of the Boards and
Operation of Bank Accounts amongst others.
In section 4 of
the Bill under Tenure of Office, Lawmakers stated that members of the Boards
shall operate on a part-time basis for a term of three (3) years and may be
eligible for re-appointment for a further term of three (3) years.
In Section (11) on
power to co-opt the Bill states that the Commissioner may co-opt
representatives of relevant Ministries as ex-officio members to support the
Boards in the performance of their assignments, “provided that such co-opted
ex-officio members shall not be entitled to vote nor be counted as part of the
quorum of the meetings of the Board”.
Members of the
Boards shall each consist of seven (7) Members which shall comprise of a
Chairman, a Secretary and Five Members, each representing the five
Administrative Divisions of the State.
In section 19 (2)
of the Bill under operation of Bank Accounts, the Boards shall keep proper
accounts and records in relation to their funds and expenses in accordance with
the financial regulations of the State and
other financial guidelines that may be issued by the Accountant General
of the State.
