This directive follows an earlier order issued in October 2024, where Keyamo mandated all foreign airlines to source their on-board meals exclusively from local caterers. The Minister reiterated his stance during a stakeholders' meeting titled "Transforming the Aviation Industry," held recently in Lagos.
In a letter dated October 15, 2024, and signed by H.T. Ejibunu, Director overseeing the Office of the Permanent Secretary at the Federal Ministry of Aviation, Abuja, the Minister instructed the Director-General of the Nigerian Civil Aviation Authority (NCAA), Capt. Chris Najomo, to enforce the policy. The letter stated: “I am directed by the Minister of Aviation to convey to you his decision to mandate all outbound flights from Nigeria, especially foreign airlines, to patronize local caterers for on-board meals. Consequently, you are hereby directed to convey this decision to all foreign airlines for strict compliance beginning January 1, 2025.”
Despite the directive, Keyamo expressed disappointment four months later, noting that local caterers were still not reaping the benefits of foreign airlines' operations in Nigeria. During the Lagos meeting, he emphasized his resolve to ensure compliance, stating: “I will not approve the summer schedule for foreign airlines until they provide evidence of agreements showing they have partnered with our local caterers.”
The Minister also warned that foreign airlines unwilling to comply with the policy could choose to cease operations in Nigeria. This move underscores the government’s commitment to boosting local businesses and ensuring that the aviation sector contributes to the nation’s economic growth.
