The Lagos State Government has announced the release of the 2025 Land Use Charge (LUC) bills, offering property owners a 15% discount for payments made within 30 days of receiving their bills.

Commissioner for Finance, Mr. Abayomi Oluyemi, disclosed this in a statement published on the state government’s official website on Saturday. He emphasized the critical role of the Land Use Charge in funding infrastructure development and public services, urging property owners to take advantage of the discount while contributing to Lagos’ growth.

“The Lagos State Government remains committed to providing world-class infrastructure and services for all residents. The Land Use Charge is a key driver of this vision, and we encourage property owners to seize the 15% discount by paying early,” Oluyemi stated.

The statement further read, “Don’t miss out on the 15% discount—ensure your payment is made within 30 days of receiving your bill.”

Oluyemi called on property owners to fulfill their civic responsibilities by paying their Land Use Charge promptly, highlighting that their contributions are essential to transforming Lagos into a modern, thriving metropolis.

To facilitate easy payments, the state government has provided multiple payment channels, including internet banking, bank deposits, USSD codes, POS machines at LUC offices, and the Lagos Online Assistant (LOLA) WhatsApp platform.

Under the Lagos State Land Use Charge Law 2020, property owners, lessees with at least a 10-year lease, and recipients of property income are required to pay the charge. Owners of vacant land are also liable.

Land Use Charge Demand Notices are issued by officials or can be requested via email or at the Land Use Charge office.

Certain properties are exempt from the charge, including those owned and occupied by pensioners, public libraries, non-profit cemeteries, palaces of Obas and Chiefs, and religious properties used for worship or education. However, eligible property owners must apply for exemption through the Lagos State Commissioner of Finance, providing the necessary supporting documents.

The 15% early payment discount is not new to the 2025 Land Use Charge bill; it was also applied in 2024 for payments made within 30 days of receiving the bill.

The Land Use Charge remains a significant revenue source for Lagos State. In 2024, the state projected N700 million in revenue from the charge, with N300 million generated in the first four months alone. However, the total revenue collected for the year was not disclosed by the government.
