In a statement issued on Wednesday, the Council confirmed that the transition will take effect with the 2025 November/December Senior School Certificate Examination (SSCE) External. This will mark the first nationwide adoption of a full computer-based testing (CBT) format for secondary school leavers.
The decision aligns with the Federal Government’s earlier disclosure that privately owned CBT centres, alongside facilities managed by public institutions, would be fully engaged in the conduct of school-based SSCE by 2026.
To support the rollout, NECO has opened applications for computer-based examination centre operators across the country. Interested operators are expected to meet rigorous technical, infrastructural, and security benchmarks before approval is granted.
According to the Council, approved centres must provide at least 150 functional computer systems or laptops, with a 10 percent backup, robust servers, and cubicles built to specific dimensions. Halls are required to be air-conditioned, equipped with CCTV surveillance, and supported by reliable internet connectivity from major providers such as MTN or Airtel.
In addition, centres must demonstrate strong contingency plans to guard against disruptions. NECO’s guidelines specify that each centre must maintain a backup power system that includes a minimum 40kva generator and uninterruptible power supply (UPS) or inverters capable of lasting at least three hours. Facilities must also provide holding rooms for candidates, internal toilets, and fenced premises with adequate security.
On the issue of examination integrity, NECO emphasised that only dedicated CBT centres will be permitted, ruling out makeshift setups. Staff recruited for the centres are also expected to be “dependable and trustworthy” individuals of “high integrity,” tasked with ensuring the credibility of the exam process.
The move represents a significant shift in Nigeria’s examination landscape and reflects a broader push toward digital learning and assessment in the education sector.
