NCAA officials emphasized that the sanction reflects the authority’s commitment to safeguarding passenger rights and ensuring compliance among all airlines operating in Nigeria, particularly at Lagos and other international airports. The move is part of the regulator’s intensified enforcement drive in 2024.
Michael Achimugu, NCAA’s Director of Public Affairs and Consumer Protection, confirmed the fine, noting that Qatar Airways had been repeatedly warned over delays in responding to mandatory inquiries. The penalty marks the first in a series of pending cases under review, with additional sanctions possible if the airline fails to meet regulatory requirements.
The action follows several unresolved passenger complaints, including a high-profile September incident involving a Nigerian traveler and his spouse. According to NCAA, the passenger was detained for over 18 hours in Doha after being accused of inappropriate behavior during boarding in Lagos. He reportedly paid fines, signed documents in Arabic, and was denied onward travel. NCAA cited Qatar Airways’ refusal to engage with regulators after the incident as a key factor in the penalty decision.
Achimugu stressed that ignoring official letters and regulatory instructions constitutes a breach of national aviation rules. “No operator is exempt from consumer protection laws,” he said, reaffirming the regulator’s stance on accountability.
Other airlines are also under scrutiny. The NCAA has issued compliance notices to Royal Air Maroc and Saudia over similar concerns, though no fines have been levied yet. Achimugu reiterated that all airlines—domestic and foreign—must adhere to Part 19 of NCAA regulations, covering passenger rights, complaint handling, and mandatory communication with authorities.
