The move marks another significant step in China’s increasingly global digital payments push, especially as the country prepares for a surge in international business and tourism activity ahead of the Asia-Pacific Economic Cooperation (APEC) summit scheduled for November in Shenzhen.
According to Tencent Financial Technology, the integration now connects PayPal World with TenPay Global — Tencent’s cross-border payments infrastructure — enabling American PayPal users to make purchases at millions of merchants already accepting WeChat Pay across China.
Tencent Financial Technology Vice President Daniel Hong confirmed the development in a company social media announcement, saying:
“TenPay Global is now connected to PayPal World.”
The company added that the service, which initially targets PayPal users in the United States, will gradually be expanded to additional international markets in phases.
The partnership is expected to make spending easier for foreign visitors and business travelers who have historically struggled with China’s highly localized digital payment systems. For years, mobile payments in China have largely revolved around domestic ecosystems such as WeChat Pay and Alipay, often creating barriers for international bank cards and overseas payment applications.
To accelerate adoption, Tencent said it is introducing temporary fee waivers for transactions made with foreign bank cards linked to WeChat Pay. The incentives are expected to remain in place through 2026.
Beyond payments, Tencent also revealed plans to improve the experience for international visitors by expanding multilingual support and deploying more on-ground assistance services in Shenzhen before the APEC meetings begin later this year.
China remains the world’s largest mobile payments market, where QR-code transactions dominate everyday commerce — from supermarkets and restaurants to taxis, public transportation and utility services.
For years, Ant Group’s Alipay and Tencent’s WeChat Pay have maintained overwhelming control of the country’s digital payments landscape, powering billions of daily transactions and shaping consumer behavior across retail and services.
Industry analysts say the PayPal-WeChat integration could help bridge the gap between China’s closed domestic payment systems and international financial networks, especially as Beijing pushes to make the country more accessible to foreign businesses and travelers.
