The redeployments were formally conveyed through the Director General of the NCAA, Captain Chris Najomo, reinforcing the ministry’s coordinating and supervisory role over agencies operating within the aviation ecosystem. Officials familiar with the exercise describe it as a routine administrative adjustment rather than a policy shift, aimed at strengthening regulatory oversight, improving inter-agency collaboration and aligning technical leadership with evolving operational priorities.
At the NCAA, Engineer Godwin Gyang Balang has been reassigned from the Directorate of Aerodromes and Airspace Standards to the Directorate of Airworthiness Standards. In his previous role, Balang oversaw aerodrome certification, airport infrastructure compliance, runway safety and other core safety-related responsibilities. He also coordinated the authority’s Flight Safety Group, a key unit involved in regulatory compliance and continuous safety monitoring.
His new posting places him at the centre of aircraft certification and maintenance oversight. The Airworthiness Standards Directorate is one of the NCAA’s most technically intensive divisions, responsible for ensuring that aircraft operators comply with national regulations and international safety benchmarks set by the International Civil Aviation Organization (ICAO). Observers say Balang’s experience in aerodrome and airspace standards could provide a broader safety perspective in the airworthiness domain.
In a related development, Alhaji Ahmad Abba has been transferred from NAMA to the NCAA, where he now serves as Director of Aerodromes Safety Standards. Abba previously worked in NAMA’s Directorate of Special Duties, a department known for handling strategic, cross-cutting and high-level assignments. His new role will see him oversee airport safety regulation nationwide, including the formulation and enforcement of aerodrome safety standards, inspection of airport facilities and monitoring of safety management systems.
Industry analysts note that Abba’s background in airspace management could help bridge coordination gaps between airport safety regulation and air navigation services—an area the aviation ministry has repeatedly highlighted as crucial to overall system efficiency.
Completing the cycle of redeployments, the former Director of Aerodromes Safety Standards at the NCAA has been moved to NAMA’s Directorate of Special Duties. The reciprocal nature of the transfers is widely viewed as a deliberate strategy to promote institutional knowledge sharing and foster closer operational ties between agencies under the aviation ministry’s supervision.
Overall, the reshuffle underscores the ministry’s emphasis on continuity, technical competence and inter-agency synergy, as Nigeria’s aviation sector continues to navigate regulatory demands, safety imperatives and international compliance obligations.
