The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, as Champion of the Integrated Aviation Transformation Programme for Africa (IATP), in a move aimed at accelerating aviation-led economic integration across the continent.

The appointment was conveyed in an official letter signed by Mike Salawou on behalf of the Bank, highlighting Nigeria’s early and active participation in the initiative and its growing role in shaping the programme’s direction.

The IATP is a continent-wide framework designed to unlock investment into Africa’s aviation sector by mobilising private and institutional capital, reducing investment risks, and strengthening aviation as a driver of regional connectivity and economic growth.

“The programme is a platform designed to ‘mobilise private and institutional capital, de-risk investments, and transform aviation into a driver of regional integration and economic growth across Africa’,” the AfDB stated.

Nigeria Recognised for Early Leadership

In its correspondence, the AfDB commended Nigeria’s strong engagement with the programme, noting that the country has already completed its national survey under the IATP framework and advanced work on its country compact.

Nigeria has also identified potential aircraft financing opportunities and is exploring the creation of a domestic aviation financing platform — a development the Bank says could serve as a model for other African nations.

“Nigeria’s engagement has been exemplary: the Federal Government has completed the IATP country survey, advanced initial work on the country compact, identified concrete opportunities to finance aircraft in Nigeria, and is actively exploring the creation of a Nigerian aviation financing platform,” the letter stated.

The Bank added that this level of participation positions Nigeria as one of the programme’s leading country champions.

“This level of commitment positions Nigeria as one of the IATP’s foremost country champions, and the Bank is deeply grateful for your Ministry’s leadership and vision,” it said.

Role of the IATP Champion

As Champion of the initiative, Keyamo is expected to play a central role in advancing the programme’s objectives, particularly in shaping Africa’s aviation financing architecture and promoting investment partnerships.

The AfDB said his responsibilities would include supporting the development of aircraft financing structures, showcasing Nigeria’s aviation reform agenda to global investors, and encouraging broader continental participation in the programme.

The Bank also extended an invitation to Keyamo to participate in a high-level side event during the AfDB 2026 Annual Meetings scheduled for 28 May 2026.

The session, titled “Platform Solutions for Africa’s Transformation: DeRisking Aviation and Health Systems through Innovative Finance,” will be hosted by AfDB President Dr. Sidi Ould Tah.

Aviation Financing and Regional Integration Push

According to the AfDB, the IATP is not only focused on expanding aviation infrastructure but also on creating sustainable financial mechanisms that can support aircraft acquisition and sector-wide growth across Africa.

The Bank said Keyamo’s involvement would help advance the design of a continental aircraft financing platform and strengthen collaboration between governments, airlines, regulators, and institutional investors.

It further noted that Nigeria’s aviation reform agenda could serve as a blueprint for other African countries seeking to modernise their aviation sectors and improve connectivity.

Country Compact Signing to Formalise Partnership

A key milestone in the programme will be the signing of the IATP Nigeria Country Compact, which the AfDB described as a formal transition from planning to implementation.

The agreement will solidify Nigeria’s role as a founding partner in the initiative and deepen its participation in shaping Africa’s aviation transformation strategy.

“Following the discussion, we warmly invite you to attend the signing ceremony of the IATP Nigeria Country Compact — a landmark moment that formalises Nigeria’s role as a founding country partner of the IATP and marks the transition from strategic engagement to country-level implementation,” the Bank said.

AfDB Backs Nigeria’s Aviation Vision

The African Development Bank concluded by expressing optimism that Nigeria’s leadership within the programme would help drive broader continental impact.

“The African Development Bank looks forward to welcoming you and to celebrating Nigeria’s leading role in shaping a new era for aviation finance in Africa,” it stated.

With Africa’s aviation sector facing persistent challenges around financing, connectivity, and infrastructure gaps, the IATP is being positioned as a potential turning point in how aircraft acquisition and aviation expansion are funded across the continent.
